Digidesign ElevenRack Driver is an option (checked by default) during the installation of Pro Tools.
Eleven Rack owners on PowerPC-based Macs that do not have any version of Pro Tools installed can use the Standalone Digidesign CoreAudio Drivers Installer.
The Eleven Rack interface does not use the Digidesign CoreAudio Manager. Instead this device is configured using the "Audio MIDI Setup" application in your Applications/Utilities folder, and the "Digidesign Eleven Rack" preference pane in your System Preferences.
